I doubt that you can reserve a number but you can register it and start to receive calls, first come first served.

Hi,
I just signed up with RingCentral.com. There you can select a “True” 800 numbre (as opposed to an 866, 877, etc.) number. Their various plans are fairly reasonable. It cost me about $ 140 for my yearly plan. Make sure you check out their “live” demo. They have an online demo with a live person that will take you throught their many features. No, I’m not affiliated with them. I just found their service to be easy to setup and use . Hope this helps.
